We often are instructed to paint over an existing painted wall. We must make sure that our painting contractor performs an adhesion test on the existing paint and the new paint to the existing paint. Testing consists of an “X” cut & tape test, ASTM D3359, or as listed in the specifications or paint manufacturer installation instructions. The manufacturer will determine if the substrate is acceptable if the tape pulls up the paint. We are also looking for a chalky film under the paint and or the primer, which will likely be a reason for rejection. Doing your early due diligence will save the project time and money.
